- Meeting Notice with Date, Time, Location and Registration Instructions. Draft PWS The U.S. Department of Education (ED), via the National Center for Education Evaluation and Regional Assistance (NCEE) of the Institute of Education Sciences (IES), anticipates awarding two 5-year contracts with qualified entities to establish a partnership of prime contractors (one large business and one small business) to continue the development and operation of the What Works Clearinghouse (WWC). The tasks described in the attached Performance Work Statement (PWS) will be proposed via a partnership of contractors working together to submit a unified proposal that will be considered one submission. NCEE will award two contracts through the proposed partnership, one for the development and operation of the content of the WWC (full and open competition), and one to maintain, develop and improve the WWC website (small business set aside). The tasks associated with the contracts for the large and small businesses are clearly defined in the attached DRAFT PWS according to chapters. The applicable NAICS code assigned to each component are as follows: -WWC Content (Full and Open Competition)- 541720 -WWC Website (Small Business Set-Aside)- 519130 **A Vendor Collaboration meeting is scheduled for this requirement. Please see the notice attached.** The performance period for the contracts will be from approximately November 15, 2012 through November 14, 2017. Solicitations documents, plans and specifications will be exclusively available via the Federal Business Opportunities (FBO) website located at http://www.fbo.gov on or about August 3, 2012. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/ccr/default.aspx as required by FAR 4.1102.
