Description
PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager for Combined Arms Tactical Trainer, Air Combat Tactical Trainers (PM CATT-ACTT) has a requirement to provide critical basic electronics training for more than 42 Military Occupational Specialties (MOSs) to include, but not limited to, 15E/F/J/N/X/Y, 88L, 89D, 91A/B/C/D/F/G/H/J/L/M/P/X/Z and 94A/D/E/F/H/K/L/M/P/R/S/T/Y/Z. The Basic Electronics Maintenance Trainer (BEMT) is currently used for training at Training and Doctrine Command (TRADOC) institutions, U.S. Army National Guard, and U.S. Army Reserve readiness training sites using the Nida Corporation's 130E electronics training platform and accompanying test cards, as well as other Test, Measurement and Diagnostic Equipment (TMDE) that includes, but is not limited to, multimeters, oscilloscopes, and function generators. The BEMT is a stand-alone, non-system training device designed to support the training of students in all aspects of basic electronics, including theory and hands-on application. The BEMT provides a highly realistic training environment through various training scenarios that will require students to perform basic electronics tasks and allow instructors and administrators to assign lesson modules to either a class or an individual student. During the course of students completing these lesson modules, the system allows the instructors to track the individual student's progress. Additionally, the BEMT will include the capability to use computer aided instruction software to allow students the ability to engage in self-paced study. The U.S. Army is currently using Nida Corporation's Microsoft (MS) Windows-based Commercial Off-the-Shelf (COTS) curriculum in support of numerous MOS career field trainees enrolled in the BEMT program. The Army purchased an Enterprise-Wide License for the Nida basic electronics training software that allows the U.S. Army to use it at any location regardless of the number of users. ACQUISITION APPROACH: The Government intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Nida Corporation, 300 S. John Rodes Blvd., Melbourne, FL 32904. The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c) (1), as cited in Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." QUANTITIES: The contract will satisfy the requirement from the U.S. Army, U.S. Army National Guard, and U.S. Army Reserve to assemble, integrate, install, checkout, relocate, and deliver a basic electronics training system. In addition, the ID/IQ contract will contain two incrementally exercised options, depending upon the successful completion of the previous period. ESTIMATED ACQUISITION DOLLAR VALUE: Approximately $1.5M NOTICE: This notice is provided to verify that no other sources can meet this requirement given the interdependence of the Nida Corporation's proprietary hardware and copyrighted instructional software with existing Army Programs of Instruction (POIs) issued by TRADOC. This sole source procurement prevents substantial duplication of costs which would not be recovered through competition. No funds are available to pay for preparation of responses to this notification.
