Draft PWS THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A SOURCES SOUGHT SYNOPSIS. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KIND OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SYNOPSIS. 1. SUBJECT: The Enterprise Sourcing Squadron (773rd ESS/PK) is seeking capabilities packages from interested sources to perform Family Advocacy Program (FAP) Network (FAPNet) Sustainment Services. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are large businesses, small businesses, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses, economically disadvantaged woman-owned small businesses or small disadvantaged businesses; and (3) their size classification relative to North American Industry Classification System (NAICS) code 518210, Data Processing, Hosting and Related Services with a small business size standard of $25.0 Million for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A determination by the Government to not compete this requirement as a set-aside based on responses to this notice is solely within the discretion of the Government. Interested parties are expected to review this notice and the draft Performance Work Statement (PWS) to familiarize themselves with the requirements of this project. 2. DISCLAIMER: This sources sought synopsis is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this synopsis. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this sources sought synopsis. All information received in response to this synopsis marked as "proprietary" will be handled accordingly. Any Information provided as a response to the inquiry will not be returned. The 773 ESS/PK will not entertain any questions concerning the composition, requirements, or the nature of services to be performed under any future request for proposal (RFP). 3. BACKGROUND: The United States Air Force (USAF) Family Advocacy Program (FAP) and the Exceptional Family Member Program - Medical (EFMP-M) are managed by the USAF Medical Operations Agency (AFMOA) located at Lackland-Kelly Air Force Base, San Antonio, Texas. The programs provide policy, guidance, and standards to Military Treatment Facility (MTF) staff located at 79 Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Total personnel supporting these locations are approximately 600; offices range in size from 2 to 20 people. AFMOA provides a suite of applications (Family of Systems) known as FAPNet/Q-base to the 600 end users. 4. SCOPE: The contractor shall provide critical system sustainment and development for the AFMOA Family of Systems and the modules developed to support them known as FAPNet/Q-base, the suite of systems supporting the FAP and the EFMP-M. System sustainment shall include software maintenance and other technical services. The scope of effort addressed in this Performance Work Statement (PWS) requires hosting of a development and a test environment located at the contractor's site. The final test before deployment and production environments will reside on a virtual server in the Shared Services Department located at the Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic (LANT), New Orleans Office. The contractor shall work with SPAWARSYSCEN to ensure system sustainment and development actions update to the production and test environments. 5. SUBMISSION REQUIREMENTS: Interested parties should submit capabilities packages for this requirement not to exceed twenty (20) single spaced pages including all attachments, charts, etc. (12 point font) that clearly details the firm's ability to perform the aspects of the notice described above and in draft PWS. Due to the technical nature of this requirement, we are requesting a rough order of magnitude (ROM) estimate be included in the capabilities package to assist in cost analysis. This market survey is conducted to identify potential sources capable of meeting the requirements to perform FAPNet sustainment. Capabilities Packages will assist in the development an acquisition strategy to meet all mission requirements, assist in cost analysis, address small business participation opportunities and aid in developing an appropriate contract instrument. The statement of capability shall provide a brief introduction into the Company, Company Name, Address, Primary Point of Contact (POC) phone number and email address, Fax Number, DUNS number & CAGE Code, business size and any preference programs for which you currently qualify. This information should be clearly marked on the first page of your capability statement. Please also include a description of relevant contract experience offered to the Government and/or commercial customers. Along with a description of relevant contract experience, include a reference to the contract number, magnitude, place of performance, and POCs for each example provided (name of the point of contact, address, e-mail, telephone number and the company's web page, if applicable). Submitted information shall be UNCLASSFIED. 6. CONTACT INFORMATION: All capability statements sent in response this sources sought synopsis must be submitted electronically (via email) to Mr. Robert Neeb (Commercial Phone 210-395-9398), Contract Specialist, at robert.neeb.2@us.af.mil, and Mr. Joseph Preusser at joseph.preusser.1@us.af.mil in MS Word or Adobe Portable Document Format (PDF). The email subject line must specify FAP Network Sustainment Services sources sought. Facsimile responses will not be accepted. Packages must be received by the 773rd Enterprise Sourcing Squadron (773 ESS/PK) no later than 4:00 P.M. Central Standard Time (CST), 9 July 2012. It is the submitter's responsibility to verify the e-file was received and can be properly viewed. 7. LATE SUBMISSIONS: Failure to respond to this sources sought synopsis does not preclude participation in any future competition, nor will information provided in response to this synopsis be used to exclude anyone from responding to any future requests for proposals. Communications with 773 ESS/PK with regard to this sources sought synopsis will only be permitted in writing (via email) during the response period. 8. OWNERSHIP OF RESPONSES: All informational material submitted in response to this request shall become property of 773 ESS/PK. 9. RELEASE OF CLAIMS, LIABILITY, AND PREPARATION EXPENSES: Under no circumstances shall 773 ESS/PK be responsible for any response preparation expenses, submission costs, or any other expenses, costs, or damages, of whatever nature incurred as a result of the Respondent's participation in this process. Respondent understands and agrees that it submits its response at its own risk and expense, and releases 773 ESS/PK from any claim for damages or other liability arising out of the sources sought synopsis process. 10. ERRORS IN RESPONSE: 773 ESS/PK shall not be liable for any errors in any respondent's response. Respondent is responsible for careful review of its entire response to ensure that all information is correct and complete. Respondents are liable for all error or omissions contained in their responses. 11. ADDENDUM: 773 ESS/PK reserves the right to issue an addendum to this sources sought synopsis at any time for any reason.
