Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as Request for Proposal (RFP) No. R12PS30183. However, RFP R12PS30183 will be issued simultaneously with this announcement to facilitate receipt of electronic proposals. The RFP will be issued via www.fedbizopps.gov. This solicitation will be solicited under Full and Open Competition. This solicitation will be solicited under Full and Open Competition. The NAICS code is 423610, Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesalers and the size standard is 100. A firm-fixed-price purchase order is anticipated in accordance with the Statement of work as a result of this solicitation. The Bureau of Reclamation, Lower Colorado Region, has a requirement for 6.9KV station service switchgear at Parker Dam between Arizona and Colorado. Installation labor will be performed in-house by Parker Dam maintenance staff; however, installation support shall be furnished by the Contractor or original equipment manufacturers. The RFP contains the following: a description with quantities, and all applicable clauses and provisions. A site visit will not be held. Proposal Instructions and Evaluation Factors: It is anticipated that one Purchase Order will be awarded to the lowest priced technically acceptable responsive proposal from a responsible offeror. The following factors shall be used to evaluate offerors - Technical Capability and Price. 1. Offerors must demonstrate capability from the manufacturer or vendor in order to provide on-site technical support to the Government for installation of the stress cones and termination kits. The offeror must provide two references to include name, address, telephone number, and e-mail address. 2. The offeror must demonstrate technical capability through submission of the "Required Submittals" referenced in Part III, Delivery and Required Documentation, of the Material Specifications and Quantities for 6.9KV Service Switchgear, Parker Dam, AZ-CA" of the solicitation. In addition to the above information, the proposal shall include the completed/signed Standard Form 1449, completed Schedule with proposed prices for each line item, as well as the information specified below pertaining to the annual representations and certification. OFFERORS SHOULD NOT INCLUDE ANY OTHER INFORMATION THAN AS STATED IN THE SOLICITATION. The following clauses and provisions are applicable to this commercial item acquisition: FAR provision 52.212-1, Instructions to Offerors - Commercial Items FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items --Offerors shall include in their proposal a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representations and Certifications Application (ORCA). Qfferors may complete the annual representations and certification online at www.orca.bpn.gov. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items FAR Clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial Items Proposals are due July 13, 2012 by 4:00 p.m. local time and may be submitted electronically via e-mail to Ms. Rita Horkan at rhorkan@usbr.gov, with a "cc" copy sent to Ms. Melissa Loudermilk at mloudermilk@usbr.gov.
