- Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC) intends to award a sole source cost-plus-fixed-fee contract modification to increase the contract ceiling by $12,276,000 on N66001-07-D-0018, awarded to SERCO, INC. Authority for other than full and open competition is 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract provides for the engineering, technical, logistical and management services to the Special Projects & Surveillance Systems Branch who is currently providing In Service Engineering Agent (ISEA) and acquisition support for Naval Electronic Surveillance Systems (ES). Included in that support are the following systems: Sensor Management System (SMS), Joint Perimeter Surveillance Command and Control System (JPSC2), Unmanned Vehicles for Physical Security (UV-FPS), Adaptive Networks (ADN), Mobile Remote Video Surveillance System (MRVSS), Ground Radar for Personnel Detection (GRPD), and future systems. This requirement is needed to sustain existing Anti-Terrorism/Force Protection (AT/FP) Ashore tasks and other sustainment and upgrade support services for the Fleet Commands through the end of the contract period. The anticipated period of performance will NOT be extended. The current contract will expire 21 December 2012. The applicable North American Industry Classification Systems (NAICS Code) is 541330. This notice of intent is not a request for competitive proposals. However, all inquiries received within 15 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 15.
