- RENTAL OF SHOWER AND CLEANING ROOMS AND REGULAR CLEANING SERVICES STATEMENT OF WORK Background The Pacific Islands Regional Office (PIRO) of the National Marine Fisheries Service (NMFS) is part of the National Oceanic and Atmospheric Administration (NOAA). The Pacific Islands Regional Office manages programs that support both domestic and international conservation and management of living marine resources within the Pacific. Part of this mission is management of fisheries activities. To accomplish this, PIRO has a Fisheries Observer Program that deploys observers aboard commercial fishing vessels based in Honolulu. Need NMFS/PIRO has a temporary requirement for use of a shower and changing room(s) for fisheries observers that disembark from commercial fishing vessels. This temporary requirement is created by the activities to consolidate NOAA facilities all across Oahu at the Pacific Region Center (PRC) at Ford Island in 2013. Due to the temporary nature of the requirement, NMFS/PIRO is justified in obtaining these services on a temporary basis until the PRC is ready for use. PIRO fisheries observers disembark the fishing vessels on an irregular schedule at all hours of the day and on weekends and holidays. On average, NMFS/PIRO has about 6-7 observers disembarking each week. Requirement The following describe the need and shall be adhered to and provided: 1. Delineated area - the shower/changing room should be in the vicinity of the Honolulu commercial waterfront. Specifically, the area bordered by the waterfront on the south, between Nuuanu Ave. in the east and Kalihi St. in the west and north to the H-1 Freeway in Honolulu, HI. 2. Shower and changing area for both men and women. Separate rooms are preferred for each sex, but unisex is also acceptable if the area has a lockable door. 3. Shower shall have a shower curtain for privacy. 4. Seating shall be provided in the changing area - a chair or small bench. 5. 24 hour/7 days per week access. 6. Custodial - shower area shall be cleaned and disinfected once per week. 7. Security shall be provided during night time hours. 8. The government does not require exclusive use of the shower and changing room(s). Period of Performance Period of performance for this contract is from July 17, 2012 until September 16, 2013. Selection Criteria Government reserves the right to award to the vendor with the lowest total price for the period of performance stated or for the best value to the government based on cost per square foot of space provided. Vendors should state the exact square footage of the shower and changing room(s) that they are proposing to provide.
