- Description
- The U.S. Department of Agriculture (USDA), Farm Service Agency (FSA), Human Resources Division (HRD), intends to award a sole source fixed-price contract to The Corporate Executive Board Company (CEB). The purpose of this award is to provide licensing services to HRD for the CLC Human Resource and CLC Learning and Development subscriptions. These subscription services will enable HRD employees the ability to tap into the learning curves of other government agencies and private corporations in order to assimilate those ideas into day to day operations. It will provide unlimited proprietary access to quantitative analysis, research briefs, tools, and diagnostics, as well as formal advisory services such as research and insights, proven federal agency best practices, peer benchmarks, executive networking, advisory support, decision and diagnostic tools and live and online learning events. The CLC Human Resources Topic Areas include: •Employee Engagement •Employee Value Proposition •High-Potential Employees •HR Transformation •Organization Design •Performance Management •Succession Management The CLC Learning and Development Topic Areas include: •L&D Strategy and Structure •L&D Staff Performance •Social Learning •Learning Transfer and Application •Developing Leaders at All Levels •Leadership Transitions •Leadership Competencies •Leader-Led Development •Manager-Led Development •Experiential Learning Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 6.302-1(iii), only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that can provide the above mentioned requirement are encouraged to indentify themselves, give written notification to the Contract Specialist, and provide supporting evidence with sufficient detail to demonstrate the ability to comply with the requirement to the Contract Specialist within two (2) calendar days after the date of publication. Those organizations submitting quotes shall address the cost of the membership fee and description of the services/materials the fee includes and all related costs that are available but not limited to the membership fee; a listing of reference materials maintained by the organization research and completed studies. The final determination by the information provided is solely within the discretion of the government. If no responses are received, USDA will proceed with awarding a fixed-price contract to CEB. All responsible sources will be given full consideration. Only written responses will be considered. If applicable, please email those responses to Aubrey J.
