- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an indefinite delivery indefinite quantity contract to Elbit Systems of America, LLC (ESA) for the procurement of Helmet Display and Tracker System (HDTS) for the AH-1W aircraft. The purpose of this action is to provide rotary wing close air support, anti-armor, armed escort, armed/visual reconnaissance, and terminal guidance for supporting arms. The procurement will be in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulations (FAR) 6.302-1(a)(2), in that ESA is the only known company with the knowledge, data, and capability to manufacture these systems to satisfy the H-1 Program's requirements. Note 22. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
