- T his synopsis is issued pursuant to FAR Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA)intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to revise and update NHI Course 131023 to meet changing highway owner needs as well as presenting the course. The scope of this project is to develop and present to 30 participants NHI course 131023 and provide laboratory facilities that can accommodate the prescribed laboratory tests specified in the following documents: NHI 131023 Module B Soils and Foundations Design Plan, NHI 131023 Module C Steel Lab Design Guide, NHI 131023 Module F Asphalt Lab Design Guide, and NHI 131023 Module G PCC Lab Design Guide. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award a firm-fixed price contract as a result of this solicitation. The period of performance shall not exceed 60 months from the effective date of the contract. This requirement is full and open competition pursuant to NAICS code 611430 with a size standard of $7.0 Million.
