- This is a Request for Information (RFI) for Commercial services in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. The Department of Veterans Affairs Central Office Information Technology (VACO IT) Support Service intends to award a six (6) month firm fixed price contract with two twelve (12) month option periods for Green Information Technology (IT) Model Performance Architecture (MPA) support services. The scope of this effort is defined in the attached DRAFT Performance Work Statement (PWS) dated 8/22/2011. Background/Requirements The purpose of the VACO Green IT MPA is to produce a robust set of algorithms that represent feasible energy policy decisions and practices, integrated with active energy consumption data, to provide a real-time representation of decision alternatives and their actual and predicted effects on energy and pollution management. The MPA shall be based on an estimated set of alternative performance causal pathways and workflow interactions using VACO IT energy-related data. Estimates will be based on classifying, analyzing, translating, and monitoring of relevant expert data. The MPA shall follow the Performance Architectural Science Systems (PASS) discipline to ensure that it can be verified and validated as a key segment in the total Organizational Architecture. The Contractor shall engineer, test, and validate an IT-enabled analytic platform that can fit the VA performance architecture. Submittal Information The VA is looking to receive input from vendors capable of performing the tasks outlined in the attached DRAFT PWS. Interested parties may submit a capability statement, no more than five (5) pages, for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) code 541519. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). The solicitation number assigned to this effort is VA118-11-RP-0657and will be issued on or about September 07, 2011. Please address the following information: 1.Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work outlined in the DRAFT PWS.
