Description
By way of this Notice, and in accordance with FAR 6.302-1, The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Purchase Order to University of Illinois, DBA Office of Business and Financial Services (UIC), 809 S Marshfield, Chicago, IL 60612-7205 to perform a gas ebullition study support of the Western Branch of the Grand Calumet River, Project Reaches 1 & 2. UIC has the specific expertise and specialized sampling devices to perform these studies due to past experience performing the same type of studies at similar sites. In fact, this work is follow-on to a contract awarded for Grand Calumet gas ebullition study work through contract W912P6-11-M-0001 on December 10, 2010. Therefore, contracting with UIC will provide the continuity of service and consistency of data results for the project. Furthermore, UIC is currently performing other on-going sediment related studies in the Grand Calumet River and therefore has extensive local experience. UIC has been identified as the only entity with site-specific experience that can perform sediment gas ebullition studies for the Grand Calumet project within the time frame necessary for the successful completion of the project. In that regard, the study is deemed to be available from its original source, UIC. If award were to be made to other than UIC, the government stands to endure a substantial duplication of costs that is not expected to be recovered through competition, and an unacceptable delays in fulfilling the agency's requirements. The Classification Code for this procurement is North American Industry System (NAICS) 541620, with a small business size standard of $14 Million. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on July 12, 2012.
