Description
By way of this Notice, and in accordance with FAR 6.302-1, The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Purchase Order to Melching, Charles, 4030 W Edgerton Avenue, Milwaukee, WI 53221-3020 to perform water quality modeling of the Chicago Area Waterway System. Melching has the specific expertise and has developed a robust, specialized unsteady water quality model and calibrated it over the past twelve years. Melching has published 21 papers and reports on modeling and analysis of the Chicago Waterway System since 1993. Therefore, Melching is intimately knowledgeable of the project conditions and site-specific characteristics. Modeling results will be used to provide supporting data to quantify water quality impacts to area waterways due to hydrologic separation alternatives. Melching is currently completing phase I of the water quality modeling for this project in support of the Great Lakes and Mississippi River Interbasin Study. In that regard, this particular modeling is deemed to be available from its original source, Melching. If award were to be made to other than Melching, the government stands to endure a substantial duplication of costs that is not expected to be recovered through competition, and an unacceptable delays in fulfilling the agency's requirements. The Classification Code for this procurement is North American Industry System (NAICS) 541620, with a small business size standard of $14 Million. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on July 12, 2012.
