- Notice of intent to issue a sole source contract The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Northern Plains Area, Grand Forks Human Nutrition Research Center, intends to negotiate on a sole source basis for: instruments for detailed analysis of mouse energy expenditure, activity, and food/water consumption; and all applicable Freight and Delivery to Jobsite of listed items with Columbus Instruments Corporation under the authority of FAR 6.302-1. This system is being purchased for the analysis of energy expenditure and activity in rodents for the testing of foods and food components as they relate to obesity. The instruments to be purchase offer the following required specifications: Oxymax Calorimetric Assessment - Oxymax employs sensors with the ability to accurately detect changes in gas composition as small as 0.001%. This level of precision requires a minimal differential for the assessment of gas exchange. Typically, composition differences of 0.3%-0.5% comprise the full working range required by Oxymax to provide an accurate measurement. Zirconia O2 Sensor - Part of the "High Speed Sensing Option", measurement range is 0-100% and when coupled with the dual tube High Speed Gas Dryer, response time is 50 seconds per cage. Multiple High Speed Sensor sets can be connected to the system to allow 2 or more cages to be measured simultaneously. Food Intake Monitoring - Oxymax/CLAMS monitors the cumulative amount of food eaten as well as the amount eaten in each bout with the use of a high precision Mettler Toledo balance with a resolution of 0.01g. Feeders are designed to account for spillage of food and to prevent foraging. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide this equipment/system are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 15 days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if the alternative equipment/system meets the Government's requirements and is capable of performing the intended task(s).
