Description

SOLE SOURCE PROCUREMENT Southwest Regional Maintenance Center (SWRMC) intends to solicit and negotiate a contract to accomplish repairs to the High Pressure Air Compressor (HPAC) onboard the USS HAMPTON (SSN-767). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Dresser-Rand, 1675 Brandywine Ave, Chula Vista, CA 91911. SWRMC intends to enter into a Firm Fixed Price contract in accordance with FAR Part 13, Simplified Acquisition Procedures. This requirement will be negotiated on a sole source basis in accordance with FAR 13.106(b): Soliciting from a single source. The basis for restricting competition is that as the original equipment manufacturer (OEM), Dresser-Rand is the only source with the available parts and capability of performing the repairs. Since this is a Sole Source procurement, a solicitation will not be posted to the Governmentwide Point of Entry (GPE). Other potential sources, who wish to contest the sole source basis of this procurement action, may submit a capability statement no later than 11 JULY 2012. DESCRIPTION: The requirement is for a firm-fixed-price (FFP) order; Contract Line Item No.(CLIN) 0001 is to prepare for and accomplish repairs to the High Pressure Air Compressor (HPAC) for the period of performance 7/30/2012 “ 8/16/2012 for the USS HAMPTON (SSN-767). Refer to Attachment (1) for the entire Statement of Work. PACKAGING REQUIREMENTS: Packaging and preservation shall be performed in accordance with the best commercial practices to afford maximum protection against damage. DELIVERY INSTRUCTIONS: Item shall be priced at F.O.B. Destination and shall be delivered in accordance with the attached statement of work. Inspection and acceptance shall be at destination by the Government. Quoters shall be determined responsible in accordance with FAR 9.104-1. To be eligible for award of a Government contract, contractors must be properly registered in the Governments Central Contractor Registration (CCR).
