Description
Statement of Work Pricing Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # DJMS-12-Q-0086 is issued as a Request for Quotes; The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-59; This requirement is issued under full and open competition. Applicable NAICS Code is 721110; The contract line items are attached via a Schedule of Supplies/Services; The description of the requirements (services) is attached via a Statement of Work; The required date for the Ceremony is August 1, 2012. The required date for the hotel rooms is July 31, 2012, & August 1, 2012. FAR Provision 52.212-1 Instructions to Offerors – Commercial, applies to this acquisition; FAR Provision 52.212-2 Evaluation – Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation factors are as follows:  PRICE  TECHNICAL ACCEPTABILITY (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) TECHNICAL ACCEPTABILITY (a) Each quote will be evaluated to determine if it is technically acceptable, and evaluated on a Go/No Go basis. RATING SYSTEM (a) The following adjectival rating scheme will be used to evaluate the Technical Acceptability factor: • Acceptable (Go). The quote meets the requirements of the solicitation. • Not Acceptable (No-Go). The quote does not meet the requirements of the solicitation. PRICE (a) Each Price Quote will be evaluated on the basis of price reasonableness. This evaluation may include, but is not limited to a comparison of the proposed price with the prices proposed by other offerors, the Government’s estimate, consideration of current prices being paid for the same or similar services, current market conditions, as well as other relevant measures. AWARD Award will be made on the basis of the lowest evaluated price quote meeting or exceeding the acceptability standards for non-cost factors identified in the solicitation Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations & Certifications – Commercial Items, with its offer; FAR Clause 52.212-4 Contract Terms & Conditions – Commercial Items, applies to this acquisition; FAR Clause 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. Invoices shall be submitted to the Government within fifteen (15) calendar days of services being provided;
