Description
The intent of this request for information (RFI) is to obtain ROP (Rough Order of Pricing) for the provision and supervision of uniformed unarmed security guard service in Germany. Only citizens of the United States who possess a valid and current Top Secret Security Clearance with eligibility for Sensitive Compartmented Information (SCI) may perform security guard duties under this contract. The Contractor shall provide all necessary personnel, equipment, and supplies, except as identified the draft PWS as Government-furnished. The US Government will not provide consideration for life support subsistence to include, base privileges, housing, meals, medical care or host nation tax requirements. The contractor shall provide DBA insurance, Phase-in costs, overhead and Contractor Manning Report (CMR) costs. This requirement is CPARS applicable. For purposes of this ROP, please consider the contract vehicle as Firm Fixed Price (FFP). The period of performance shall be a base year after date of award, with four 12 month option periods. After award the contractor will have up to sixty (60) days of "Phase-in" time to complete transition of equipment, training and qualified personnel in place to assume full performance of duties. There will also be a 30 day "Phase-out" period. Contract security guard personnel employed under this contract shall be used to provide static installation access control, static perimeter security, roving security patrols, intrusion detection system monitoring to include Electronic Surveillance System (ESS), or valid security related functions associated with the protection of U.S. Government installations, materials, property and personnel. The position break-out calls for a Roving Guard, Electronic Surveillance Systems (ESS) Operator, and a Post Supervisor. All positions are 24 hours a day, seven days a week (24/7). **Security guards may not work longer than an 8-hour shift without prior permission. ** Contractor shall be able to adjust work schedules and personnel for increased manning due to increased operations as required by the Government for protection of installations, personnel and facilities. The Contractor shall have the capability to man up to 66% additional guards within two hours and up to 100% additional guards within four hours of notification in the event surge operations are required due to heightened threat. All Contractor personnel shall be able to converse in English consistent with a Level 2 category interpreter to the degree that they understand oral and written communications and express themselves in matters pertaining to their work, i.e., reporting of emergency situations, either in person or by telephone or radio communications to their supervisor or military authorities. Price as follows; 1.Per Hour Rates (include considerations for housing, meals, medical care, host nation tax requirements and no base privileges.) This PWS is a draft version only and may not reflect the entire scope of this requirement. This is only an RFI and proposals are not requested. The information requested is for market research purposes only. Currently, a solicitation does not exist at this time. This RFI does not constitute an Invitation for Bid, Request for Proposal or a Request for Quotation and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. Responses to this RFI are requested by 2 July 2012, 1700 hours (Eastern Standard Time). If proprietary data is submitted please mark it clearly with the appropriate markings. Further action on this anticipated requirement will be determined following review of the responses to this RFI.
