Description
The Request for Proposal will be issued on or about 11 July 2012. Site visit is scheduled for on or about 23 July 2012. Contractor shall supply all labor, materials, equipment and supervision to ensure a complete and finished products. The project includes design and construction of selected improvements to Quay 9 electrical distribution system to support additional electrical power requirements at Jebel Ali, UAE. Current electrical capacity in the Warehouse area is inadequate to accommodate the additional power requirements. The scope of work shall include, but is not limited to, the following: 1.Install a new 800A branch circuit from Main Distribution Board MDB-NE-1, 2500A, ACB 65KA to a Sub Main Distribution Board SMDB-WH-1, 800A, MCCB 50KA, with a minimum space capacity for two 630A, two 400A and two 100A 3 pole breakers. 2.Install new power cable(s) (parallel runs if required with dedicated parallel ground conductors) from MDB-NE-1 to SMDB-WH-1 located adjacent to the Warehouse. Provide voltage drop calculations meeting the requirements of NFPA 70. 3.Remove two breakers 63A from MDB-NE-1 for existing MCC-WH-1 and MCC-WH-2 and re-use to reconnect MCC-WH-1 and MCC-WH-2 to SMDB-WH-1. 4.Connect existing Administrative Trailer Manual Transfer Switch to SMDB-WH-1 through a 400A, 3 pole breaker. Reference Drawing; NEW CONFIGURATION. 5.Reference attached drawings; EXISTING CONFIGURATION, NEW CONFIGURATION, SITE PLAN and ZS244/B2/EP-03. 6.Exterior design and construction for manholes, hand-holes, trenching, ducts, conduits for electrical and data cables. Existing duct system can be used as permitted by NFPA 70. 7.Reroute Administrative Trailer new power configuration system. Administrative Trailers normal power will be through the new SMDB-WH-1 panel with generator back-up. Utilize existing MTS system for the new power configuration. Additional details and specifications will be posted together with the full solicitation. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package when provided. The Government intends to evaluate proposals and award without discussions based on a successful offeror whose proposal provides the best value to the Government. Proposed procurement will result in a firm-fixed price construction contract. The completion time for this contract is 180 calendar days after award. This procurement is unrestricted. The Solicitation will be available in electronic format only. The total estimated cost for this project is between $250,000.00 and $500,000.00. The Request for Proposal (RFP) will be issued on or about 11 July 2012. The Government intends to post all notices/amendments related to the upcoming solicitation on the EuroNECO website at https://euro.neco.navy.mil. All documents published in EuroNECO will be transmitted to the Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil and Federal Business Opportunities at www.fbo.gov. Offerors are encouraged to check the EuroNECO/NECO/FBO frequently in order to be notified of any changes via an amendment to the solicitation. A bidders list will not be provided, nor will a hard copy of the solicitation. Prospective offerors will have access to the solicitation by searching for solicitation number N3319112R1030 (no hyphens). All offerors must be registered in the Central Contractor Registration (CCR) www.ccr.gov to be considered for award of any United States of America Department of Defense contract. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. This requirement will be solicited as a Request for Proposal (RFP) using competitive negotiation procedures under FAR Part 15 under the North American Industry Classification System (NAICS) Code 238210.
