- The purpose of this modification to the previous Combined Synopsis/Solicitation Notice is to publish the answers to questions received concerning this. All other terms and conditions remain the same. Q)Place of performance indicates your location, is that required considering the nature of electronic and shipping delivery availability nationwide? A) We cannot provide the exact addresses to which the posters will be shipped, but the contractor can assume 3-4/state. Q)In order to properly develop a price, it is necessary to know the following: Final size of poster Type of paper and preferred weight Will the poster require bleed? The actual addresses listed to calculate shipping. A)We recognize that the parameters we have provided are broad, in part because a core part of the work will be design the poster in such a way that it is a compelling outreach tool. The specific dimensions, format, and content will ultimately be decided in discussions between VA and the contractor. Because of this, applicants may wish to provide a range of cost estimates, reflecting the costs associated with development of posters of varying levels of complexity. In regards to poster size, we anticipate the final product will be roughly 18 inches by 24 inches. As noted below, the contractor is also required to provide VA with 10 stock photos. Q) It safe to assume then that the place of performance does not require physical presence at the end user facility? A)Place of performance does not require physical presence at the end user facility. Q)Are offerors outside the Boston area precluded from responding as the place of performance seems to be MA. Would the Department consider working with a group outside that area as all aspects of this solicitation can be performed remotely with teleconferencing for meetings and presentations? A) We would consider working with a group outside the Boston area. Q)What is the finished size of the posters, and does the Department anticipate that all 5,325 posters will be the same finished size? Are the posters to be printed on material that is thin enough to roll, or are the final printed posters to be output on heavy cardboard stock, or some other equivalent such as foamcore? A) The size of the posters will be 18in by 24in. We anticipate most of the posters will be printed on material that is thin enough to roll; however, depending upon the final product, we may print some on heavier materials such as cardboard stock. Q)Can VA provide a copy of the existing outreach poster and new poster in various formats? A) Yes- we hope to be able to provide hard copies as well as electronic versions of the poster. Q) Can Armed Forces men and women photos be utilized, or do they have to be models? A) Yes- we need photos that are military-themed, include both men and women (either individually or in a group of individuals), include sufficient ethnic diversity, represent all military branches and are of appropriate emotional tone (solemn/serious, hopeful). Pending that these criteria are met, the photos can depict actual military personnel or models. Additionally, although public domain photos can be used freely, we believe that using public domain photos that do not involve actors in materials on such a sensitive subject is problematic, without the specific consent of the individuals involved. Q)How many poster(s) design is needed? If only one design is needed, will versions for different military branches be needed? If yes, how many? A)We will not need different versions of the poster for different military branches. In consultation with the contractor, multiple versions of the poster may be produced. This will ultimately be decided in discussions between VA and the contractor. Q)What is the size of the poster? A)The size of the posters will be 18in by 24in. Q)Can we see what the current poster looks like? A) See attached. Q)What are the zip codes for the 75 VA so we can figure out shipping? A)A list of the zip codes for each VA facility are attached. Q)The place of performance says VA Boston Healthcare Systems, but can the work be done at our office instead? A)We would consider working with contractors outside of the Boston area. Q)Will the vendor be responsible for securing the printing for the poster (solicit quotations, selecting printer, etc.) or will the printing be secured through the Government Printing Office? A)Vendor will be responsible for securing printing for the poster. Q)If the vendor is responsible for the printing of the poster, should the printing quote for the poster be included with our submission? A)Yes Q)If the vendor is responsible for the printing of the poster, what are the anticipated specifications for the poster (dimensions, paper stock, etc.)? A)The size of the posters will be 18in by 24in. We anticipate most of the posters will be printed on material that is thin enough to roll; however, depending upon the final product, we may print some on heavier materials such as cardboard stock.
