- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to solicit Electric Boat Corporation (75 Eastern Point Rd, Groton, CT 06340) on a sole source basis for Engineering, Technical, Design Agent, Design/Configuration Change Program, and R&D support for a broad array of new construction (conversion) and operational submarines (e.g., OHIO Class SSBNs, OHIO Class SSGNs, SEAWOLF, VIRGINIA, and LOS ANGELES Class SSNs; UK TRIDENT SSBNs; and FMS Submarines), special mission submersibles and submarine support facilities. Firms interested in subcontracting opportunities should contact Electric Boat Corporation directly. This notice is for informational purposes only. Solicitation documents are not available. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination of the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
