Description
The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) for debris removal at Motts Creek Road which is part of the E.B. Forsythe National Wildlife Refuge, New Jersey. Contractor shall provide all management, supervision, labor, materials, tools, and equipment necessary to perform the work in accordance with the scope of work, specifications, and drawings. Work consists of the removal and disposal of discarded marine debris from the marshes north of Motts Creek Road. The area of work is in Galloway Township, Atlantic County, New Jersey. The debris consists of old wooden and fiberglass boats, wooden docks, plastic barrels and discarded lumber of various sizes. The debris came onto the marsh as a result of severe coastal storms and tidal flooding. There is a 45 day performance period for this project. The estimated magnitude for the project is between $25,000 and $100,000. This procurement is set-aside for small business concerns. The NAICS code is 238910, with a small business standard of $14.0 million dollars annually. Interested firms shall present a minimum of five (5) similar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the "Best Value Continuum". Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and 3) Cost. The combination of past performance and technical ability will outweigh cost for this project. The offer schedule will list one (1) base offer item. Solicitation package number F12PS00608 will include the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about July 17, 2012. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., August August 16, 2012.
