- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of Project Manager Mobile Electric Power (PM MEP) intends to negotiate with DRS Environmental Systems, Inc. (DRS-ESI) 7375 Industrial Road, Florence, KY 41042-2911, on a sole source basis to purchase a Technical Data Package (TDP), and increase the contract's ordering ceiling by 6,500 units 60,000 (60K) British Thermal Units per Hour (BTUH) Improved Environmental Control Units (IECUs) for the Full Rate Production and Firm-Fixed-Price contract. The TDP consists of product level drawings that define all components and assemblies required to assemble the 60K IECU. It has been determined that DRS-ESI is the "Only One Responsible Source and no other supplies or services will satisfy agency requirements". The statutory authority for other than full and open competition is 10 U.S.C 2304 (c)(1) and FAR 6.302-1; Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to Kevin.nguyen3.civ@mail.mil within 45 calendar days of the date of this notice. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004. In addition, all offerors must complete the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://orca.bpn.gov. All requests for further information must be in writing and via email to the above address; telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued.
