- NASA/GSFC has a requirement for Johnson Controls-York International to provide the necessary labor, material, equipment, and expertise necessary to replace the controllers, instruments, and wiring/tubes to upgrade Chillers 5,6,7, and 8 at NASAs Goddard Space Flight Center.The upgrade will upgrade the South Chiller Balance of Plant controls to integrate them into the existing Programmable Logic Control (PLC) Based Control System. NASA/GSFC intends to purchase the services from Johnson Controls-York International on a sole source basis so that the controls can work with the current chillers. The control software for the Chillers has limited data rights to software making it impossible to upgrade the controls without the original manufacturer providing the programming of components required to upgrade the chillers controls.The proprietary and specialized nature of the controls upgrade requires that the original manufacturer of the chiller perform the work. Mission activities across the center require functioning chillers to continue operations. Without the proprietary software, installation of controls manufactured by other vendors could result in nonfunctioning chillers which will impact GSFCs ability to support mission critical operations. Alternative vendors/manufacturers of chiller controls do not have access to the training or programming of the chillers manufactured by Johnson Controls. Additionally, alternative vendors/manufacturers lack access to the proprietary system and knowledge of the system operations to attempt such an upgrade. The chillers are critical to the centers mission and an alternative system could not be properly installed and verified without Johnson Controls software / Authority is 10 U.S.C. 2304(c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Michael Nguyen at: Michael.N.Nguyen@nasa.gov no later than 3:00 pm local time on July 11, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
