- DESCRIPTION: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A SOLICTATION IS NOT AVAILABLE AT THIS TIME. U.S. Department of Agriculture (USDA), Office of Financial Officer, Controller Operations Division (COD), is conducting a market research to seek qualified sources to provide an integrated data management system to process and pay utilities invoices. It is our intent to solicit sources on an unrestricted basis. This notice will assist us in determining if there is a sufficient number of small, large, GSA-FSS Schedule or other government GWAC businesses with an established customer base in utilities invoice management. The agency needs an integrated utility invoice processing and payment solution to support all USDA agencies and their respective utility vendors. The applicable NAICS code for this effort is 541611. COD is currently responsible for processing and payment of utility invoices for all USDA agencies. Utilities used by USDA agencies include water (portable and non-portable), electricity, natural gas, Ethanol 85 (E85), propane (LPG), steam, chilled water, #2 and #6 fuel oil, diesel, bio-diesel, kerosene, coal, sewer, and trash collections services. The current utility invoice processing systems contain data for approximately 2,682 vendors and 15,691 utility accounts. The government estimates it receives approximately 180,000 invoices per year. The prospective offeror shall function as the utility invoice processing and payment contractor for all USDA utility vendors. The applicable fees charged for providing services shall be included in the service rates for processing and payment of utility invoices. The government intends to award a contract to a single service provider, as a managed service overseen by COD, The prospective offeror will utilize a proven web-based account management system to provide utility invoice receipt, processing, storing, and payment services for all USDA agencies regardless of invoice formats (i.e., paper, electronic) or mode of receipt (i.e., e-mail, mail, fax). The prospective offeror shall have the ability to produce a single bill for all services covered. SUBMISSION OF INFORMATION: Information submitted in response to this SOURCES SOUGHT must be submitted by email to Ronelda Brister, at Ronelda.Brister@nfc.usda.gov by 11:00AM, CST, July 5, 2012. Ensure that your response provides the following information in the subject line: ‘Company Name' Response to AG-7245-12-SSUMS. Interested offerors should submit a Statement of Capabilities (SOC) to include, but not limited to: (1) a summary of similar, recent performance history. Identify in what capacity that work was performed (e.g., prime contractor, consultant, subcontractor, etc.), and (2) business size status (e.g., large, small, hubzone, 8(a), GSA, GWAC, etc.). Supplemental materials, such as brochures and product literature, may also be submitted, ensuring that entire submission does not exceed 10 pages. NOTE: THIS SOURCES SOUGHT IS BEING ISSUED SOLELY FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES. It does not constitute an RFP and/or RFQ or a promise to issue an RFP/RFQ in the future. Responses to this notice will assist the Government in determining potential sources and is not a request to be considered for a contract award. Questions are not being taken at this time. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this notice, and all submissions become Government property and will not be returned.
