- Appendix B Appendix A Draft Performance Work Statement The Institute of Education Sciences (IES) at the Department of Education (Department) intends to award a contract. The period of performance is 42 months (13 month base period consisting of the feasibility stage and a descriptive report on states' ELT plans and optional tasks consisting of the implementation and impact evaluation as well as preparing a restricted-use data file to be performed starting in month 9 and ending in month 42 of the contract). Recently, there has been a policy emphasis to encourage expanded learning time by adding time to the regular school day or school year; expanded learning time is now an allowable use of 21st Century Community Learning Center funds through the Secretary's Elementary and Secondary Education Act (ESEA) flexibility, and talks surrounding the reauthorization of ESEA have included expanded learning time. While the prevalence of expanded learning time is increasing (over 1,000 schools have implemented expanded learning time programs as of the 2010-2011 school year), rigorous research evidence on expanded learning time is scarce. The Institute of Education Sciences (IES) will determine the feasibility of conducting an implementation and impact evaluation to inform high quality expanded learning time. If such a study is feasible, IES will: randomly assign approximately 100 schools to either the treatment condition of one year of high quality expanded learning time or the control condition of "business as usual" (a non-expanded schedule); provide technical assistance to schools implementing high quality expanded learning time; and conduct an evaluation of expanded learning time to provide information regarding implementation and the impact on student achievement. This will be a Full and Open competition. The contract type is anticipated as a Hybrid (Fixed Price and Cost Tasks). This announcement is not a Request for Proposals (RFP). It is anticipated that the RFP will be available on or about July 13, 2012.
