Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. This posting is for market research purposes only. Large businesses need not respond. The General Services Administration, Region 2, Public Buildings Service, is conducting market research to determine if there are any Small Businesses that have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. The General Services Administration, Region 2, Public Buildings Service, is seeking to modernize eight elevators (two freight and six passenger elevators) at the Alexander Hamilton U.S. Custom House located at One Bowling Green, New York, NY. These elevators are experiencing frequent control and drive systems failures and require more intensive servicing of equipment. In addition, there have been an increasing number of entrapments and passenger complaints. The modernization of these elevators will improve the safety, reliability, performance, elevator system’s energy efficiency and ride quality for the building’s tenants and visitors. The Government will utilize two-phase design-build selection procedures in accordance with FAR 36.3 for this acquisition. The offerors selected to participate in Phase 2 of the acquisition will be requested to provide a design concept for the modernization, and to the maximum extent practicable, incorporate non-proprietary equipment and controls. This will ensure that when the Government subsequently contracts for elevator maintenance services for the modernized elevators, there will be adequate competition. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information received from this Sources Sought Notice. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The appropriate NAICS Code is 238290 (Other Building Equipment Contractors) with a size standard of $14.0 Million. ADDED 6/26/12: ALL QUALIFIED SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND TO THIS SOURCES SOUGHT NOTICE.
