- This is Notice of Intent to Sole Source a short term bridge contract to L3 Communications for a period of performance of no more than 75 days in length. The short-term sole source award will be made to the incumbent contractor for continuation of services currently ongoing until competitive acquisitions currently posted to FedBizOpps for FEMA exercise support as described below are awarded. The Department of Homeland Security (DHS)/FEMA, National Exercise Division (NED), has a short term requirement for technical and administrative support services for the implementation, management and administration of various emergency preparedness exercise initiatives under the purview of the Terrorism Prevention Exercise Program (TPEP) with specific emphasis on the Joint Counterterrorism Awareness Workshop Series (JCTAWS). The TPEP includes exercises focusing on enhancing the intelligence, information sharing, and emergency response capabilities pertaining to preventing terrorist incidents. These exercises involve law enforcement, emergency management personnel, and leadership from various levels of government. Many of these initiatives are considered high priorities of National preparedness leadership. Most notably, the JCTAWS is a nationwide initiative designed to assist local jurisdictions to prepare for, protect against and respond to coordinated terrorist attacks against multiple attackers. The contractor is required to provide critical support services for the planning, conduct, and evaluation of emergency preparedness exercises at the direction of DHS and FEMA leadership as well as the National Counterterrorism Center (NCTC) and the Department of Justice/ Federal Bureau of Investigation (DOJ/FBI). The contractor shall be responsible for organizing the exercise planning team, integrating various subject matter experts, supporting FEMA NED with regular engagements with government leadership, and providing program management support. These exercises will involve stakeholders at all levels of government and shall be designed, conducted, and evaluated in accordance with the Homeland Security Exercise and Evaluation Program. The continuation of technical assistance is needed to fulfill standing requirements placed upon the FEMA National Exercise Division from US government leadership. Specifically, the contractor is required to support the design and development of two tabletop exercises in support of the JCTAWS 2012. The contractor is required to support the development, conduct, and summarizing of exercise panning meetings and other events in preparation for the tabletop exercises which includes monthly meetings of DHS Component representatives and regular administrative support. The proposed vendor is uniquely qualified as they are currently providing support to FEMA for the continuation of the Senior Official Exercise Program. The contractor has the immediate expertise and a richly developed support system already in place to continue support and completion of the exercises due to the fact that they are the incumbent contractor currently providing these services. L3 Communications is the only contractor capable of providing these services in the time and at the level of performance required. This will be a short term award to allow for the continuation of required services while the larger FEMA exercise program solicitations are awarded. These services are currently posted FedBizOpps and will be acquired under HSFE20-12-R-0030; HSFE20-12-R-0031 and HSFE20-12-R-0035. Anticipated awards are NLT 09/30/12. Anticipated duration and value of this acquisition is 75 days and less than $75,000,000. Any response to this notice must be submitted by July 12, 2012 at 2:00 PM Local Time. The Government will not pay or otherwise reimburse respondents for information submitted. Based upon the information provided above it is the intent of the Government to make a sole source, short term award to the incumbent contractor for continued services. The Government reserves the right to issue a Sole Source Procurement with L3 Communications, and no further synopsis will be issued. SEE NUMBERED NOTE 22.
