Description
LOCATION: National Park Service (NPS), George Rogers Clark National Park, Vincennes, IN SOLICITATION NUMBER: P12PS25720 (Request for Quotation) PROJECT DESCRIPTION: On or about June 28, 2012, the National Park Service (NPS), Midwest Region Missouri Major Acquisition Buying Office (MWR MO-MABO), intends to issue a Request for Quotation (RFQ) for the replacement and installation of two individual submersible well pumps and motors, with associated hardware. Contractor is to provide all equipment, materials, tools, supplies, incidentals, skilled labor and supervision to pull existing pump(s), and provide and install two individual submersible well pumps and motors with associated hardware in accordance with the Specifications and Statement of Work which will accompany the solicitation. This is a BRAND NAME or EQUAL requirement. Pumps must be in compliance with the BUY AMERICAN ACT, as set forth in FAR 25.001. The site location where products are to be provided and work is to be performed is George Rogers Clark National Park, Vinennes, Indiana. This is set aside 100% for SMALL BUSINESSES. The North American Industry Classification System (NAICS) Code is 562991. The Small Business Size Standard is $7 million. GOVERNMENT ESTIMATE: Less than $25,000. TYPE OF CONTRACT: A firm-fixed price service contract. DELIVERY/COMPLETION: Due to the urgency by which this equipment is needed, delivery of equipment and completion of work is to be as soon as possible; but not later than fifteen (15) calendar days from the date the order is received by contractor. EVALUATION FACTORS AND AWARD: Award will be made to that contractor whose quotation is most advantageous and provides the best value to the Government based on the following factors. 1) Compliance to the solicitation's technical specifications. 2) Delivery/Completion Date 3) Price 4) Past Performance and Technical Capability Compliance, delivery/completion, and past performance/technical capability, when combined, are significantly more important than price. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued and available on or about June 28, 2012 and may be obtained free of charge via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov OR the Federal Business Opportunities website at https://www.fbo.gov An electronic version (e-mail) of the solicitation may also be obtained by contacting Kathryn Logsdon, Contracting Officer, by e-mail at kathryn_logsdon@nps.gov. Paper copies of the solicitation package will not be issued. Quoters will also be responsible for checking the website for any amendments to the solicitation issued prior to the closing date of the RFQ. ONLY ELECTRONIC QUOTATIONS SENT TO THE CONTRACTING OFFICER'S E-MAIL ADDRESS WILL BE ACCEPTED. QUOTATIONS MUST INCLUDE ALL INFORMATION WHICH IS REQUESTED BY THE RFQ. ALL QUOTES AND REQUIRED INFORMATION MUST BE SUBMITTED and be received by the contracting agency no later than JULY 9, 2012 at 10:00 a.m. CENTRAL TIME. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful quoter, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful quoter does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful quoter. It is highly recommended that should it be your intention to submit a quote in response to the RFQ, that you become registered in CCR upon issuance of the forthcoming solicitation so as not to delay award of the procurement if offered. The successful quoter will also be required to have completed their Representations and Certifications which may also be completed online at http://orca.bpn.gov.
