- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures (SAP) and the reference number is W91151-12-T-0158. The Offeror must quote on all or none basis. Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items and its addendum. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated 18 April 2012. The anticipated award will be a Firm Fixed Price, Requirements Type Contract with four (4) option years. The NAICS Code is 812320 and the size standard is $5 Million. The solicitation will be a 100% set-aside for small businesses. Description of requirement: This is a service requirement for the laundering of soiled red maintenance shop towels, including pick-up and delivery. CLIN 0001 (Base Period): ESTIMATED QTY: 240,000 Each. Provide all labor, management, supervision, facilities, equipment, utilities, materials and transportation (pick-up and delivery), to provide laundry services of 16x16 inch, cotton, red maintenance shop towels to Directorate of Logistics (DOL) at Fort Hood, Texas IAW with TE A, Statement of Work. Period of Performance for Base Period: 1 August 2012 - 31 July 2013. CLIN 1001 (1st Option Period): ESTIMATED QTY: 240,000 Each. Provide all labor, management, supervision, facilities, equipment, utilities, materials and transportation (pick-up and delivery), to provide laundry services of 16x16 inch, cotton, red maintenance shop towels to Directorate of Logistics (DOL) at Fort Hood, Texas IAW with TE A, Statement of Work. Period of Performance for 1st Option Period: 1 August 2013 - 31 July 2014. CLIN 2001 (2nd Option Period): ESTIMATED QTY: 240,000 Each. Period of Performance for 4th Option Period: 1 August 2016 - 31 July 2017. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition (as tailored in the attached addenda). The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Any Contract awarded as a result of this solicitation will be evaluated on the basis of price and price related factors. The provision at 52.212-3, Alt I, Offeror Representations and Certifications - Commercial Items applies to this acquisition. Offerors must include a completed copy of 52.212-3, Alt I with their offer or register at http://orca.bpn.gov by the closing date of this announcement. The FAR Clause at 52.212-4, Contract Terms and Conditions applies to this acquisition. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. A list of all applicable clauses is provided in the attached addenda. In addition to the standard FAR Part 12 clauses that govern commercial item acquisition, the attachment also includes clauses and provisions specific to requirements type contracts (FAR Part 16), and FAR Clause 52.217-5, Evaluation of Options. Quotes shall be submitted to the Mission Installation Contracting Command Fort Hood Contracting Office by 2:00 PM Central Standard Time on July 20, 2012, to be considered for award. Offerors shall send offers via e-mail to amber.n.coyne.civ@mail.mil. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In order to be eligible to receive an award, the NAICS code identified above must be listed on the offeror's CCR profile at the time of solicitation closing AND on the date the contract is awarded. All responsible sources may submit a quote which shall be considered by the Agency.
