- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is 100% set-aside for small businesses. The NAICS code applicable to the solicitation is 561790 (Other Services to Buildings and Dwellings) with a size standard of $7.0 million. The Product Service Code is S299. The applicable wage determination is WD 05-2491 (Rev. 11) for Catoosa County, GA; and can be located on the Department of Labor's website at http://www.wdol.gov/sca.aspx#8. The government contemplates a single award of an Indefinite-Delivery/Indefinite Quantity contract to provide the services as identified in this solicitation. The work entails MONUMENT CLEANING AND PRESERVATION WORK for the Chickamauga and Chattanooga National Military Park in Fort Oglethorpe, Georgia. The contract will be a firm fixed price contract. This acquisition is being done in accordance with FAR Parts 12, 15, 16 and 17. The government intends to award a base contract year with four option years. The exercising of the options will be at the sole discretion of the government and is contingent upon the availability of funds. Funding is currently available for the base year only. The minimum order amount for the base year will be $1,500.00; and $6,000.00 for the life of the contract if the option years are exercised. The maximum order for any single contract year is $25,000.00. Contractors submitting a proposal are required to be registered on the Central Contractor Registration (CCR) System and on the Online Representation and Certifications (ORCA) websites. The websites are www.bpn.gov/ccr and www.bpn.gov/orca, respectively. The following clauses and provisions are applicable to this solicitation: Service Contract Act of 1965, as amended; FAR 52.212-3, Offeror Representations and Certification - Commercial Items; FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; FAR 52.217-4, Evaluation of Options Exercised at Time of Contract Award; FAR 52.217-5, Evaluation of Options; FAR 52.217-9, Option to Extend the Terms of the Contract; Far 52.219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.219-8, Utilization of Small Business Concerns. The applicable clauses can be located at http://www.acquisition.gov/far. A certificate of insurance is required and coverage must be at a minimum of: $200,000 per person; $500,000 per occurrence; and $20,000 per property. The insurance certificate must be submitted to the Contracting Officer, the (10) calendar days after award. Award will be made to the offeror, offering the best value to the government as defined at FAR 15.101-2, Lowest Price Technically Acceptable (LPTA). Therefore, contractors are required to submit responses to the following Evaluation Factors: The contractor shall demonstrate 1) Experience in bronze cleaning and 2) Past performance in bronze cleaning. Contractors must submit written details (not more than a total of ten 8 X 11 pages, single-sided) outlining its experience and past performance in providing bronze cleaning. The submission may include photos. For each project listed, submissions must include the job description, location, the duration of work, dollar value and the owner's contact name and number. The Contractor's shall submit experience and past performance for a minimum of five (5) projects over the past three (3) years. The past performance should highlight how well the work was performed by the contractors as well as the timeliness of the work performed; and may include awards or letters of commendations. Non-evaluation factors: Contractors are required to submit a "per unit" cost and a total price for each option year for all work required herein. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standard for experience and past performance. The proposal submission date is July 18, 2012 at 2:00 p.m. (est). A site visit will not be provided, however, contractors are welcomed to visit the Park at their own expense. Questions regarding this solicitation must be submitted in writing to the Contracting Officer by July10, 2012 at 4:00 p.m. (est). Any questions submitted after this date and time may not be considered. BACKGROUND/WORK STATEMENT Chickamauga and Chattanooga National Military Park consists of 9,000 acres of land situated along the Georgia-Tennessee border. The park has over 700 monuments and markers that commemorate the historic events that occurred here in 1863. The purpose of this Statement of Work is to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for specialized cleaning of monuments located throughout the Chickamauga and Chattanooga National Military Park (CHCH). The work will include stripping, cleaning, and waxing all bronze pieces of the monument as well as washing all stone surfaces of the monument and treating them with a biological solution. All monuments that are to be cleaned under this contract will be of the same size and classification type as follows: "Each monument will be between 6' and 12' high. "Each monument will be between 6' and 10' wide. "Each monument will be between 2' and 10' deep. "Each monument will be made of granite, marble, or limestone. "Each monument will have at least one large bronze ornamental feature on its front. The average size of these plaques will be approximately 4' wide and 3' tall. "Most monuments will have a smaller plaque with raised text on the back. The average size of these features will be approximately 4' wide and 2' tall. "The monument may (or may not) have some other bronze features attached to it, such as a state seal or ornamental features such as a rifles, swords, or ramrods. Contractors are asked to submit a "per unit" price based on the size and type monument described above. Work items will be ordered based on park needs, adhering to the above size and classification description. One contractor will be selected based on the best value to the government. This includes bronze cleaning experience, quality of past work, and cost. The work will be ordered, as needed by the National Park Service (NPS). Payments for these services may be made by charge card or electronically. The official authorize to order services will be identified in the contract award documents. MONUMENT CLEANING WORK DESCRIPTIONS Contractors will provide a labor, materials, and equipment needed to complete this work. Bronze Conservation: Clean and treat bronze: "Remove prior wax coatings, dirt, organic material, and loose corrosion with hot power washing at a pressure of 1300 psi. "Removal of corrosion from bronze by abrasively blasting with 80/200 meshes walnut dust/flour and a 155 cfm air compressor. "Wash bronze to remove blasting residue. "Patina metal dark brown (if needed). As needed, use M-20, M-32, ferric oxide, pot ash, etc. to even out streaks or improve discoloration on bronze art work and plaques. Wax bronze: "Prepare bronze for waxing by heating with a propane torch and applying a coat of hot conservation wax with a soft brush. "After 24 hours a cold coat of conservation wax will be applied. "Add a second coat of cold wax and lightly buff. Stone Treatment: "Wash all stone surfaces of the monuments with hot power washing at a pressure of 1300 psi. "Remove any stains such as mineral deposits (as needed) "Treat stone with D-2 Biological Solution. "After the biological solution has had time to work, the stone will be rinsed off with plain water. All work completed by the contractor should be warranted for one year.
