Description
This is a Small Business Sources Sought Notice to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firmes; verteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to develope a turnkey solution to replace Mid Continent Region's (MCR) current time and project tracking database system for use by MCR Employees. Scope of Work: 1) Development of a SQL 2008 database instance, or the setup and administration of a SQL 2008 database instance to house the raw data. 2) Creation of the ASP.NET web based front end for input and administration as well as report generation. 3) Development of a simple user guide for administrative and user functions. (The product will be a turnkey solution that will be managed and maintained inhouse with no further contractor input when the job is complete) A start up meeting will be setup to to go over: 4) Review of the current database(s) structure, relationships, and currently available reports/forms 5) Additional new reports or other needs not reflected in the current system.. Note: a copy of the current database(s) will be made available for review, sans data, upon request. The re-write of this system will be done following the Office of Surface Mining (OSM) Enterprise Software Development Policy (appendix A), and the OSM ASP.Net Security Best Practices document (appendix B) as outlined by the OSM Development Team, in order ensure consistency and security among OSM's internal applications. OSM may also identify operational problems and anomalies with the current database system(s) and request the contractor to analyze the problems, identify solutions and estimate the time required to solve each problem. The contractor is expected to coordinate with OSM Subject Matter Experts (SME) to ensure that the proposed solution will meet the business needs of OSM. OSM will approve selected solutions on a case-by-case basis. Qualifications: 1) Detailed knowledge of SQL 2008 database instance, or the setup and administration of a SQL 2008 database instance to house the rw data. 2) Detailed knowledge of ASP.NET web based front end for input and administration as well as report generation. A firm fixed contract is anticipated. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to effectively and efficiently perform each of the tasks described above. Responses to this notice shall be limited to 10 pages, and must include: 1. Company name, mailing address, e-mail address, telephone, website address (if available), and the name, telephone number, and e-mail address of a point of contact. 2. DUNS number, CAGE Code, Tax Identification This notice is for planning purposes only, and does not consititute an Invitation for Bids, Request for Proposals, Solicitation, Request for Quotes, or an indicatin the Government will contract for the items contained in this announcement. This request is not to be construed as a comitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Governemnt will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to thsi announcement. Responses to this notice must be received by the Contract Specialist named below no later than 10:00 a.m. Mountain Stanard Time on July 2, 2012, for consideration.
