- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ), combination Firm Fixed Price (FFP) and cost-plus-fixed-fee, (CPFF) contract on a full and open competitive basis for Mini Instantaneous Frequency Measurement (IFM) Assemblies, Integrated Stabilized Radio Frequency (RF) Source Assembly (ISRFS) and Engineering, Technical and Repair support services for the Mini IFM and ISRFS to a single awardee. The Mini IFM units are used to provide automatic frequency set-on countermeasures techniques based on pre-programmed signal library. The ISRFS are used to generate a highly stable, modulated radio frequency (RF) signal. Both the IFM and ISRFS are installed in a Government designed Technique Control Modulator that is used to evaluate U.S. Weapons systems and to train Fleet operators. Pricing of the Mini IFM and ISRFS units shall be FFP, IDIQ and pricing for the Engineering, Technical and Repair support services shall be CPFF. Contract award may be made on a First Article Required or First Article Waived basis for the Mini IFM and ISRFS. The Government reserves the right to waive First Article for Mini IFM and ISRFS that have been previously delivered by an offeror and accepted by the Government within the last two years. A minimum of 1 unit will be ordered at contract award, and a maximum of 450 units total between the Mini IFM and ISRFS may be ordered over the five-year period of performance. Delivery of all units shall be FOB Destination to Naval Air Station, Point Mugu, CA beginning no later than 270 days after the effective date of the delivery order at a production rate of not less than 8 units per CLIN per month. All responsible sources may submit a proposal, which shall be considered by the agency. Specific information to include detailed specifications shall be included in Request for Proposal (RFP) N68936-12-R-0106 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about July 2012, to close 30 days after the RFP issue date. Estimated award on or about Dec 2012. All responses/requests shall include the RFP number N68936-12-R-0106 and shall be submitted either in writing to the Naval Air Warfare Center Weapons Division, Code 254340D, Attn: Jennifer S. Corcoran, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108 or by the preferred method of electronic mail to jennifer.corcoran@navy.mil. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
