Attachment 2 - Contractor Performance Data Sheet Attachment 1 - Project Specifications 235401 Furnaces This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-04GG-S-12-0032 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. SET--ASIDE: This acquisition is Set-Aside for Total Small Business. All potential offeror's may submit a quote for this acquisition. If a minimum of two competitive offers from eligible small business concerns are not received, any awards resulting from this combined solicitation and synopsis will be made on the basis of full and open competition from all responsible business concerns submitting an offer. The NAICS Code is 238220 and small business size standard is $14.0 million. The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, cost or price and other factors considered. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussion with any or all quoters. DESCRIPTION OF WORK: This work includes the replacement of existing gas-fired furnaces with new gas-fired furnaces in a number of residential homes, barracks, and an office building. This work will require the removal and disposal of the existing furnace equipment and installation of new high efficiency furnaces that have like heating capability output as the existing furnaces. The quantities consists of 4 gas furnaces for Crescent Ranger District Facilities with 3 optional furnaces and 4 gas furnaces for the Redmond Air Center facilities with 1 optional furnace. The Contractor shall comply with all applicable Federal, State, and Local permits and regulations. The Contractor shall provide all supplies, labor, transportation, tools, and equipment necessary to perform the requirements of this contract. A Pre-bid meeting to view the facilities is scheduled for the following Date: July 2, 2012, Meet times & locations: • 9:00 AM - 10:30 AM at the Crescent Ranger District Office 136471 Hwy 97 N. Crescent, OR 97733 • 1:00 PM - 2:30 PM at the Redmond Air Center Office 1740 SE Ochoco Way Redmond, OR 97756 SPECIFICATIONS: Project Specifications Attachment 1 - Section 235401 FURNACES are attached and are a part of this solicitation and any resulting contract. CONTRACT TIME: All required work shall be completed no later than August 31, 2012. Estimated delivery date is July 31, 2012; however, the contractor shall coordinate the exact delivery date and time with the Contracting Officers Representative. WORK SCHEDULE: M-F 0800 to 1700. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Office SOLICITATION PROVISIONS AND CONTRACT CLAUSES: The following provisions apply to this acquisition: FAR 52.252-1 Solicitation Provisions Incorporated by Reference (June 1998), website is https://www.acquisition.gov/far/ FAR 52.212-1 Instructions to Offerors Commercial Items (Feb 2012), 52.212-2) Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Relevant Past Performance, (2) Technical Approach, (3) Bio-Based products and (4) Cost/Price will be considered for "Best Value Evaluation". When compared to Cost/Price, Relevant Past Performance and Technical Approach are considered equal. (1). Relevant Past Performance The offeror shall complete the Contractor Performance Data Sheet (Attachment 2) for each relevant project completed during the past three years and all contracts and subcontracts in progress. The list should include, but is not limited to, contracts and subcontracts similar in nature and complexity to that required by this solicitation. Include contracts with the Federal Government, agencies of state, and local governments, and commercial customers. Each offeror will be evaluated on their performance under existing and prior contracts of a similar nature. Performance information will be used as an evaluation factor against which offerors' relative rankings will be compared to assure best value to the Government. The following factors are considered in equal order of importance: (1) Quality of Product/Construction (2) Customer Satisfaction (3) Timeliness of Performance (4) Business relations. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. The Government may contact references beyond those identified by the offeror to obtain additional information for use in both the responsibility determination and in further evaluation of the offerors's past performance. Note: If the offeror does not provide past performance information, or specifically indicate a lack of Past Performance, the Contracting Officer need not give further consideration to the offer. (2) Technical Approach: 1. Pre-Selection Bid Submittals. At a minimum furnace information should include: • Product characteristics showing that the furnace meets the contract requirements. • AFUE % efficiency. • Input Rating (BTUH). • Warranty period. 2. Method of instillation (3) Utilization of Bio-Based Products 1. Product list 2. Bio-Based Certification/Energy Star Certified 3. Operation Plan (4) Price: (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
