Special Notice: Sources Sought Notice Department Of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics "Media Wiki Technical Support" This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. Posted Date: June 25, 2012 Response Due Date: July 5, 2012 Response Due Time: 1100 EST Classification Code: D NAICS Code: 541519 Possible GSA SINS: Schedule 70 Category 132 51 Contracting Office: Program Contract Activity Central 6150 Oak Tree Boulevard Suite 300 Independence, OH 44131 Background: The OIA Training Strategy office created an enterprise clinical Wiki as a proof of concept to determine VHA staff interest in the technology and the viability of having an internal, enterprise scale wiki. The clinical Wiki was created using MediaWiki open source. The site exists with the intent of being open and available to all interested VHA staff who would like to contribute to it or reference it as a knowledge source. Clinicians and allied health professionals are able to utilize the Wiki to freely share clinical and information systems knowledge with colleagues. The site currently has approximately 3,000 pages, four dozen active users and 11,000 registered users. It is currently growing at a rate of 300-1600 registered users and 40-200 pages per month. It is important to note this implementation is operationally supported by VA's WebOps team; the work required in this SOW is for maintaining application configuration currency. Since the introduction of the enterprise clinical Wiki, four more Wiki portals have been developed. The OIA Training Strategy office requires support for the five MediaWiki portals currently in place, and there is a demand for the development of additional MediaWiki portals. Scope of Work: The contractor shall provide intermittent technical assistance to support the configuration of the five VA-internal clinical Wiki sites, using MediaWiki technology. The following examples are provided to allow offerors to better understand the general scope of these efforts: -Answer approximately one (1) user question a week on how to write MediaWiki script (e.g. using characters that have special meaning to http and therefore MediaWiki). -Create approximately one (1) technical solution for user requirements per month (e.g. using the "star rating" extension to rate the content on user created pages, developing a method to track RSS feed usage). -Participate in approximately two (2) conference calls a month with clinical Wiki user community to answer questions related to MediaWiki. -Notify VA Project Manager of MediaWiki open source code bug fixes and new versions as released by MediaWiki.org. -Work directly with VA WebOps to have changes applied to MediaWiki files that will support user requirements and MediaWiki source code fixes and enhancements (e.g. providing contractor written PHP script files for copying to the clinical Wiki). -Create a MediaWiki test environment and use it to test script and file changes before making modifications to the clinical Wiki. The contractor shall provide technical assistance to develop new MediaWiki portals. The following examples are provided to allow offerors to better understand the general scope of these efforts: -Contractor shall provide consultation for new wiki portals with the content manager and OIA Training Strategy staff. -Contractor shall provide technical support for new wiki portals, to include system analysis and implementation. -Contractor shall maintain current image of wiki portals on designated systems. -Contractor shall perform two MediaWiki software upgrades. -Contractor shall design, setup, and implement the process to deliver approved wiki portal information for the Mobile Wiki Training Guides. The above tasks are examples only and do not consider special skills, talents, methods or approaches that may impact the effort required by any given contractor. The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice.
