- Removal of A/C units and Installation of Heat Pump Systems THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, "CVE").The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-12-B-1054 for the following: Removal of A/C units and Installation of Heat Pump Systems. Contractor shall provide all labor, materials, tools, equipment and superintendence to remove existing A/C units and install heat pump systems at the VA Medical Center in Coatesville, PA. The Solicitation documents will be available for download from the web https://www.fbo.gov on or about July 2, 2012. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on July 10, 2012 at 9:00 am, EST (Contractors are to meet in Bldg. 19 South Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: william.macdougall@va.gov no later than 2:00PM, EST on July 16, 2012. No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $25,000 and $100,000 and NAICS Code 238220 with a small business size standard of $14 million. Bid Opening Date is scheduled for July 25, 2012, at 11:00 am EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The maximum time for completion of the project is 30 calendar days after receipt of Notice to Proceed. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database, MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov, MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements. If you are not registered with CCR, you may request an application via phone at 1-888-227-2423 or register online at http://www.ccr.gov.
