ATTACHMENT 3- Project Managment Plan (PMP) ATTACHMENT 2- Initial Task Order Specifics ATTACHMENT 1- Past Performance Questionaire DOL121RP21491-RFP OCIO Business and IT Modernization The United States Department of Labor (DOL) Office of the Information Technology Center (ITC) is seeking a qualified contractor to provide professional services in support of the U.S. Department of Labor's (DOL) Office of the Chief Information Officer. This requirement is Set-aside for 100% Service Disabled Veterans- Owned Small Business. The North American Industry Classification System (NAICS) code for this requirement is 541618. This project is designated as the DOL OCIO Program Management (PMO) Support Services. Questions regarding this solicitation notice shall be submitted (in writing only) no later than June 29, 2012 at 12:00 PM EST. In the past several years, the DOL OCIO has focused its attention on a Department-wide Business and Information Technology (IT) Modernization program. The DOL OCIO Modernization Program goals are to provide business process management and technology expertise to DOL Agencies aimed at building a customer driven and business focused IT practice, thus enabling the Agencies to better meet mission objectives, improve customer service and deliver value to the American Public. With this clear focus on "end-user value", as well as the necessary integration of IT change with business operations, the support services to be procured will be leveraged to deliver a holistic approach to managing the Modernization Program, to include strategic and organizational planning, infrastructure consolidation and/or optimization, program and project management, investment management, business process reengineering, and change management facilitation as the program matures. The general scope of work includes performing the following types of tasks: • Program and Project Management Support - Provide program and project management support services, including the development and tracking of all program support documentation as defined by the DOL IT governance framework, to include: System Development Life Cycle (SDLC) Methodology, Capital Planning, Enterprise Architecture (EA), and Information Security. • IT Strategic Business Management Support - Provide IT strategic business management support services to the OCIO Governance Division to deliver on its goals to enhance the alignment between Agency strategic business goals and operating plans, and Department-wide goals and initiatives. • IT Strategic Planning Support - Provide IT strategic planning support to ensure the IT business mission needs of the Agencies are well documented and drive IT planning efforts DOL. • Business Process Reengineering Support - Assist programs with mapping their existing business processes, analyzing workflows, identifying alternative approaches to improve efficiencies, and implementing changes as necessary. • Life Cycle Management Support - Supporting the DOL OCIO in the efficient and effective modernization of the SDLCM Manual and framework for an overall Life Cycle Management approach. • Governance Support - Assisting in the development, production, and execution management of DOL OCIO IT investment management governance framework, to include the DOL SDLC Manual, Capital Planning guidelines and directives, IT Security guidelines and directives, and Enterprise Architecture guidelines and directives. This includes all necessary documentation, facilitation, and coordination of governance activities. • IT Infrastructure Support - Assistance in determining the unique combination of IT Infrastructure service clusters necessary to support DOL's Business and IT Modernization Program. • Change Management Support - Supporting the development of a systematic approach to handling organizational change, both from the perspective of an organization as a whole and on the individual level.
