- International Transportation Tenders List. This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The Department of Transportation, Federal Transit Administration (FTA), on behalf of Federal Transit Administration, Research, Demonstration and Innovation division, intends to procure contractor support with the International Transportation Tenders List, using competitive procedures under the Services Disabled Veterans Owned (SDV) Set A-Side program. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the company’s existing experience in relation to the areas specified in the Statement of Work (SOW). Only certified SDV small businesses are to submit capability packages. Interested SDV small businesses that are certified and qualified as a SDV small business concern under NAICS code 541611with a size standard of $14M are encouraged to submit their capability packages. Capability packages must not exceed 2 pages and must be submitted electronically. SDV Small businesses are to outline their experiences in providing expertise in assisting with the International Transportation Tenders List. The Federal Transit Administration (FTA), which carries out the Federal mandate to improve public mass transportation, is one of the eleven operating administrations within the U.S. Department of Transportation (DOT). The FTA is the principal source of Federal financial assistance to America’s communities for the planning, development, improvement and maintenance of public transportation systems. To accomplish its mission, FTA officially launched the International Public Transportation Program (IPTP) on September 15, 1999. IPTP is part of FTA at the U.S. Department of Transportation designed to respond to globalization of the world economy. The IPTP mission includes: Domestic dissemination of worldwide mass transportation market opportunities; • Informing the transit industry about new technologies by creating a two-way flow of information between the U.S. and other countries; • Cooperation with foreign public sector entities in research development, demonstration, training, and other forms of technology transfer and exchange of experts and information; • Advocating, in international mass transportation markets, of firms, products and services available from the United States; • Participation in seminars, expositions, and similar activities in order to inform the international market about the technical quality of domestic mass transportation products and services; and • Offering FTA technical services not readily obtainable from the U.S. private sector to foreign public authorities planning or undertaking mass transportation projects on cost recovery basis; While at any time there are a vast number of transit projects being undertaken worldwide, U.S. companies that provides mass transportation related goods and services are often unaware of these opportunities. As a result, these companies miss out on export opportunities that would help improve their competitiveness in the global market. A web-accessible list of current mass transportation tenders was established to help inform U.S. companies about these opportunities. Last year the IPTP contracted for a web-ready tenders list of international tenders. This list is updated bi-weekly and contains basic information about international tenders. The objective is to inform U.S. producers of transit goods and services of export opportunities available abroad. A web-accessible list will support the international competitiveness of U.S. companies and supports the Federal Transit Administration (FTA) Strategic Goal of Economic Growth and Mobility. The contractor shall update a web-ready list of current mass transportation tenders from countries throughout the world to post on the FTA website under the International Public Transportation Program (IPTP) section. This list will be searchable by country and type of goods and services. The list shall contain embassy and banking resource contact information for the country sponsoring each project, as well as any other relevant contact information for each project. The contractor shall be responsible for performing the following tasks: TASK I - Update Tenders List: The contractor shall continue to undertake research to update, maintain, and submit a revised final tenders list on a biweekly-basis, electronically to the FTA Public Website point of contact and the IPTP point of contact to identify international tender opportunities. If necessary the contractor will be notified by the Contracting Officer’s Technical Representative to revise the format and/or content of the International Tenders list. Given translation costs, the contractor will not be expected to include tenders published in foreign languages. The format shall be in html or another format, as directed by the Contracting Officer’s Technical Representative. The list will be posted under “Research & Technical Assistance; International Public Transportation Program; Current International Public Transit Tenders.” The list can be found on FTA’s website at: http://www.fta.dot.gov/12351_4491.html TASK II – Industry Survey: The contractor shall survey U.S. transit companies to ensure that they are aware of the tenders list and advise them of the website address. The contractor shall also follow up with companies to determine their use of the tenders list and identify contracts arising from that use. If at least two responsible Service Disable Veterans Owned (SDV) small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 3 July 2012 @ 2:00PM EST, the requirement will be solicited as a 100% SDV set-aside for SDV small business concerns. If capability packages are not received from at least two responsible SDV small business concerns by the response date or if the Government determines that no SDV small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be re-solicited under the small business procedures as a 100% small business set a-side. To assist us in maintaining a list of interested SDV small businesses for this potential procurement, please provide your company’s name, point of contact (POC), address, phone number, cage code and your business size under the above NAICS code to the POC. A Firm Fixed Price type contract is anticipated. The anticipated period of performance will be One Twelve (12) Month Base Period and Four (4) Twelve Month Option Periods. The anticipated award date will be late September 2012. The place of performance will be within Continental United States (CONUS). Contractor personnel will not require a current clearance. A written Request for Proposal (RFP) will be posted in www.fbo.gov on or about the middle of July 2012. The Government may revise its acquisition strategy and solicitation requirement based upon industry responses. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from the FedBizOpps website. Responses to the RFP must be submitted by email to the POC identified below.
