Description

The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price order under Basic Ordering Agreement (BOA) N00019-09-G-0005 on a sole-source basis with Lockheed Martin Mission Systems and Sensors (LM MS2), Owego, New York. The anticipated order will be for the effort required to develop supporting data Work Packages (WPs) for each LM MS2 numbered manual within the MH-60R and MH-60S Interactive Electronic Technical Manuals (IETMS). For the MH-60S IETM, the effort includes Organic Airborne Mine Counter Measures (OAMCM) and Armed Helo (AH). This action is being awarded on a sole source basis to LM MS2 in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because they are the designer, developer, and manufacturer of the H-60 helicopter with the detailed knowledge to allow them to perform these changes in a timely and cost effective manner. This notice of intent is not a request for competitive proposals, however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
