Description
NOTICE: 100% SET-ASIDE UNDER THE SMALL BUSINESS PROCUREMENT PROGRAM IN ACCORDANCE WITH FAR 19.502-2. Project Name: Water Effect Ratio Study for Copper Compliance, El Portal Wastewater Treatment Plant, Yosemite National Park. The Solicitation Number for this project is P12PS11752. The US Department of the Interior, National Park Service, Pacific West Regional Office intends to solicit proposals from Small Business Concerns for a firm-fixed-price professional services contract to furnish all labor, materials, equipment and expertise necessary to conduct a discharger-specific-copper Water Effect Ratio (WER) study for the El Portal Wastewater Treatment Plant at Yosemite National Park. This contract shall consist of a copper study plan, site and equipment preparation, sample collection and delivery, testing, and reporting. The North American Industry Classification System (NAICS) code for this requirement is 541620, and the small business size standard is $14.0 million. Contract period of performance is 180 days following date of award. This is a "Best Value" negotiated procurement. Selection shall be based on the following factors: i) Status as a Small Business Concern, ii) Cost/Price, iii) Demonstrated Experience developing WER studies in receiving waters for copper assimilation, iv) Demonstrated acceptance of WER studies by the California Regional Water Quality Control Board(s), v) Professional licenses required to meet project requirements, and vi) Past performance. Status as a Small Business Concern is an absolute requirement, and offerers not meeting this criteria will not be further considered. Technical Qualification and Past Performance, when combined, will be evaluated approximately equal to price. In the case of an offerer without a record of relevant past performance or for whom information on past performance is not available, the offerer will not be evaluated favorably or unfavorably on past performance. The solicitation and attachments will be posted electronically on or about June 27, 2012 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 21 days following the date of posting of the solicitation unless extended. All offers must be received by the due date and time stated in the Solicitation to be considered for evaluation. Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government while Driving Executive Order 13513, Federal Leadership on Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (ref:http://edocket.access.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately ban text messaging while driving company-owned or-rented vehicles, government-owned or leased vehicles, or while driving privately owned vehicles when on official government business or when performing any work for or on behalf of the government.
