Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award contract modification for N68335-10-C-0491 on a Sole Source (non-competitive) basis with The Boeing Company, 6200 JS McDonald Blvd., St. Louis, MO. The requirement calls for the conversion of a Reconfigurable Transportable Consolidated Automated Support System (RTCASS) to a RTCASS Depot (RTCASS-D) configuration, with enhanced Shop Replaceable Assembly (SRA) test capabilities and commercial enclosures; Services to re-host 3-16 existing weapon system Test Program Sets (TPSs) from a legacy test system to the depot RTCASS; as well as the Training of Government engineers in the use and operation/maintenance of the RTCASS-D system. The authority for this sole source action is FAR 6.302-1: Only one responsible source. The Boeing Company is the developer and original equipment manufacturer (OEM) of the RTCASS and the RTCASS High Power System (RTCASS-HP). Boeing is the only source with the technical expertise to convert an RTCASS into a depot configuration. The RTCASS-D configuration is not yet complete, and the Government does not have ownership of a technical data package or other specifications to permit full and open competition. Responses should reference N68335-10-C-0491. All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based on the responses received to this notice is solely within the discretion of the Government. This is not a request for competitive proposals; and No solicitation will be available for this procurement. However, all responses to this notice must be received within 15 days.
