- The NAVSUP Weapon Systems Support is soliciting for a 5-year requirements contract for the repair of 9 line items of the Integrated Defensive Electronic Countermeasures System (IDECM) used on the F/A-18 aircraft. ITT Exelis (Cage 28527) Clifton, New Jersey is the Original Equipment Manufacturer and the only known source to possess full repair capability. Complete data, drawings and the rights to the same are not available from the Government. January 2013 is the estimated award date of the resultant repair requirements contract. The following are the top 3 high dollar value items for repair: Counter Transmitter, NSN 7RH 5865-01-498-0561; Counter Transmitter NSN 7RH 5865-01-498-0544; Counter Measure Receiver NSN 7RH 5865-01-4726179. For a complete list of all items to be repaired or any questions concerning this notice, contact Tangela Randolph 215-697-0277 or email Tangela Randolph@navy.mil. The subject items requires Government source approval prior to contract award because the items are flight critical and/or the technical data available has not been determined adequate to support repair via full and open competition. Only the source previously approved by the government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure which can be found at https://www.navsup.navy.mil/navsup/ourteam/navicp/business_opps. This brochure identifies technical data required to be submitted based on your company's experience in repair of the same or similar items. Questions on this brochure should be directed to the Source Development Department by calling NAVSUP WSS (215) 697-5985. If your request for source approval is currently being evaluated at NAVSUP WSS, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
