Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONTRACTORS. The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Altoona, PA (James E. Van Zandt VAMC) intends to issue an Invitation for Bid (IFB) VA244-12-B-0937 to award a single, firm fixed price contract for Construction Services related to project titled, FCA Reconfigure Loading Dock, Project Number 503-11-107. The work shall include the addition of approximately 2,000 square feet with an overhead door and dock lift at a new loading bay to expand the warehouse space. Alterations to the existing warehouse space create a corridor from the elevator lobby to the relocated trash compactor and a trash/recycling storage room. The roof is a concrete slab on metal deck, flush with the adjacent warehouse roof, so a future second floor can be added at a later date. Rooftop HVAC units provide heating and cooling to the warehouse addition. All work will be performed in phases so as to maintain mandatory and critical daily functions throughout all affected departments. All construction must be performed in compliance with applicable codes, VA Policy /Standards, and the terms and conditions of the contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for the construction. The project is located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Boulevard Altoona PA 16602-4337. The period of performance for the project is 120 calendar days from receipt of the Notice to Proceed. The Solicitation, Specifications and Drawings will be available at http://www.fbo.gov on or about 7/10/2012. The anticipated date for receipt of bids will be on or about 08/09/2012. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Bidders shall also be verified in vetbiz at http://www.vetbiz.gov/ to be eligible for award. Contractors may only submit a bid if they are at a minimum listed as pending re-verification on the Vetbiz Website. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fbo.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) in accordance with FAR Part 14. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million in annual receipts for the past three years. The Magnitude of Construction cost for Project Number 503-11-107 is between $500,000.00 and $1,000,000.00. All questions regarding the synopsis/solicitation must be submitted in writing by email to Michael.koontz2@va.gov later than 2:00 P.M. Seven (7) calendar days prior to the deadline for the receipt of bids. (For Example, if the Bid Deadline is May 23, 2012 questions must be received no later than 2:00 P.M. on May 16, 2012.) NOTE: NO TELEPHONE REQUESTS WILL BE HONORED. FURTHERMORE, ONLY QUESTIONS RECEIVED FROM PRIME/GENERAL CONTRACTORS WILL BE REPLIED TO. All Questions must be submitted utilizing the following SUBJECT TITLE: Request for Information (RFI) 503-11-107 followed by the Subject Matter and Firm's Name. For example: Request for Information (RFI) - 503-11-107 Concrete - ABC Company. All responses to questions will be posted to the web site. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Bid Conference/Site Visit. A pre-bid conference/site visit will be conducted for this solicitation as indicated in the Solicitation. All responsible sources may submit a bid which shall be considered by the agency.
