- Description
- NASA/LARC has a requirement for continued MATLAB software maintenance and support services. The MATLAB software and companion tool boxes provide unique capabilities in the areas of dynamic modeling, system identification, control law design, statistical analysis, and auto-code generation. MATLAB software maintenance includes software product updates, enhancements, and technical support for software installation, licensing configuration, and operation. NASA/LARC intends to purchase the items from The Mathworks, Inc., who is the only known responsible source. As copyright holder for MATLAB, The Mathworks, Inc. is the only vendor capable of modifying, updating, and maintaining the software. It would take a substantial duplication of time and effort for another company to provide comparable software, and those costs are not expected to be recovered through competition. The authority for this action is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 28, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
