Description
1. Estimated issue date and estimated closing/response date: Issue - 10 July 2012, Closing - 09 Aug 12 2. RFP# - FA8105-12-R-0009 3. PR# - FD2030-12-39981 4. Nomenclature/Noun - C/KC-135 Wiring Diagrams Program 5. NSN - N/A 6. PN - N/A 7. Application (Engine or Aircraft) - C/KC-135 8. AMC - N/A 9. History - USAF previous purchase of C/KC-135 Wiring Tech Order Contract #FA8105-11-C-0009 awarded to ARINC Engineering Services, LLC on 23 Sep 11. 10. Description: A Firm Fixed Price, non-commercial contract is contemplated and will be solicited for this requirement. The Government intends to issue a Sole Source Award to ARINC for the following services: The Government's requirement to include T.O.'s 1C-135(R)C-2-12-1 and 1C-135(R)C-2-12-2 for the RC, TC, WC and NC -135 aircraft for updating, rewrite, and reformatting on contract FA8105-11-C-0009 for the research, analysis, optimization, update and technical data change incorporation resulting from aircraft modifications, retirements, TCTOs and other design changes into applicable C/KC-135 aircraft wiring diagram engineering drawings. All documents will be provided to the Government without proprietary marking. Further, the Government requires ongoing sustainment support to maintain accuracy and currency of wiring diagrams. Only Travel Reimbursement -Reimbursable travel/per diem IAW Joint Travel Regulations (JTR) per FAR 31.205-46(a) (2)The contractor shall be responsible for insuring all services provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer's specifications, industry standard practices, and the Performance Work Statement (PWS). Central Contractor Registration (CCR) is required to receive any award. Contractors can register electronically at http://www.ccr.gov. ORCA registration is also required and contractors can register electronically at https://orca.bpn.gov. The NAICS code for this requirement is 541990 with a size standard of $7 Million. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals will be considered within 15 days after the publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on the release date from www.fedbizops.gov. Electronic procedures will be used for this solicitation. No telephone requests. See Note 22. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
