Description

ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA, Loch Raven Community Living Center, Baltimore, Maryland is seeking licensed, qualified A/E Firm to furnish professional services for the design of Project 512-11-203, Modify North Entrance to the Loch Raven Out-Patient Clinic. Firm shall provide all professional architectural and engineering services necessary to develop complete drawings, specifications, costs estimates, project phasing site visits, and construction period administration associated with investigation, recommendations, and design to modify the North entrance to the clinic in order to meet ADA regulations and to address issues related to storm water runoff within the construction funding budget. An improved handicapped entrance from the adjacent newly-constructed parking lot is required. The purpose of this Design Project is to survey the existing condition of the entrance and drainage systems and to provide recommendations and designs for its renovation. The scope of this Project shall consist of, but not limited to: surveying the proposed site and existing conditions; conducting design/review meetings with various VA Services for input and feedback; providing designs for renovation of the existing entrance ramp, door, canopy, and nearby storm water runoff systems; and providing bid documents for potential construction project, including design drawings, cost estimates, specifications, and scope of work. All drawings and documents shall meet all applicable Federal, State, and local governing codes. Drawings shall be stamped by disciplines by registered architects and engineers. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SMALL BUSINESS FIRMS, and the award of a firm-fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310, and the applicable Small Business Size Standard is not more than $7M average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $250,000 and $500,000. The selection of the A/E firms shall be in accordance with the Brooks Act and FAR Part 36.6. The following evaluation criteria in accordance with FAR 36.602-1 will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of local conditions and codes; (6) Firm being "Verified" in VetBiz as a SDVOSB or VOSB or pending re-verification. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 100 miles radius of the VA Loch Raven Community Living Center, Baltimore, Maryland 21218. This distance is determined according to www.randmcally.com. Interested firms that meet the requirements listed in this announcement are invited to submit two (2) copies of SF 330 Part I and Part II to the Contracting Officer, Attn: Bernadette L. Farnan; VA Medical Center; Building 101B, Room 10; Perry Point, Maryland 21902, and reference the announcement number and project title listed NLT 9:00 a.m. (EDT), July 26, 2012. All Requests for Information (RFI) shall be submitted in writing, via email, to the Contract Specialist no later than 5:00 p.m., July 16, 2012. Telephone or fax requests will not be accepted. Interested parties shall ensure current State Licensing, and shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov at the time of submission of SF 330 Forms.
