Description
Appendix B Appendix A Performance Work Statement The U.S. Department of Education (ED) has a requirement to study the effectiveness of promising strategies to improve college enrollment and completion in federal college access programs. The Department intends to award a contract in FY2012 that contains a six year base contract for a study of a college savings program in GEAR UP, with three options. The first option is for follow-up data collection and analysis in the college savings study, the second option is to conduct a study of a yet-to-be determined promising strategy in Upward Bound, and the third option is to conduct follow-up data collection and analysis in the promising strategies study. The U.S. Department of Education anticipates the release of the "Effectiveness of Promising Strategies in Federal College Access Programs" solicitation in July 2012. The U.S. Department of Education anticipates the period of performance for the hybrid contract will six years (72 months) for the base period of the GEAR UP study. In addition, option 2, if exercised for the promising practices in Upward Bound study would have a period of 60 months. There are two additional options for follow-up data collection for both studies. If the option for follow-up data collection in the college savings demonstration within GEAR UP is exercised, the contract would be extended by a total of two years. If the option for follow-up data collection in the promising practices study within Upward Bound is exercised, the contract would be extended by a total of three years.
