Description
This serves as "Notice of Intent" of the Air Force's Electronic Systems Command's intent to issue a modification to increase the contract ceiling for the mandatory Network- Centric Solutions (NETCENTS) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts on a sole source basis. The existing NETCENTS contracts are FA877104D0002 (The Centech Group), FA877104D0003 (Harris Corporation (Formerly Small Business known as "Multimax")), FA877104D0004 (Northrop Grumman), FA877104D0005 (NCI Inc.), FA877104D0006 (Booz Allen Hamilton), FA877104D0007 (General Dynamics), FA877104D0008 (Lockheed Martin), FA877104D0009 (Telos Corporation). The ordering period of these ID/IQ contracts was extended for a period of one year, which commenced on 10 September 2011, with an ending on 9 September 2012. The performance period of task orders written against these ID/IQ contracts may be extend beyond the ordering period for a maximum period of two years, ending on 8 September 2014. The current overall contract ceiling is $9B, and the current cumulative value of orders issued against the ID/IQ contracts as of March 2012 is $8.7B. The estimated value of orders to be issued during the maximum ordering periods authorized is $1B. Based on the current release schedule of the NETCENTS II IDIQs and the trend analysis, an increase of $950M is required. The Air Force intends to increase the ID/IQ contract ceiling to $9.95B and extending the ordering period to a period of approximately six months, commencing on 10 September 2012 and ending on 29 March 2013 for the eight NETCENTS contracts under the authority of Title 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B) on a class basis. The performance period of task orders written against these ID/IQ contracts may go beyond the ordering period for a maximum of two years, ending on 28 March 2015. There would be significant risk to AF and DoD networks if NETCENTS-1 ceiling is not increased during the transition period between the end of current contracts and the competitive award of replacement NETCENTS-2 contracts. Without this ceiling increase, solutions being implemented may result in non-standards based contracts and conflict with AF and DoD vision and policy for standard, secure and interoperable architectures across the various Mission Areas. Specifically, the NETCENTS contracts are designed to facilitate the AF requirement for IT investments to be managed as portfolios per AFI 33-141, Air Force Information Technology Portfolio Management and IT Investment Review. Portfolio managers look to the Air Force Enterprise Architecture (AF EA) as a framework for guidance to developing solutions based on lower-level architectures that are in alignment with AF vision, strategies, and plans. NETCENTS requires contractors to provide solutions that adhere to Global Information Grid (GIG), ConstellationNet, Infostructure Technology Reference Model (i-TRM), Joint Technical Architecture (JTA) (now the DoD Information Technology Standards and Profile Registry (DISR) Online) and other DoD technical architecture standards. These constraints help achieve alignment with the AF EA and Joint Interoperability Test Command (JITC) requirements and ensure interoperability and supportability. Among the standards prescribed are those that ensure the early and continuous incorporation of information assurance (IA) into system lifecycles. They include DOD Information Assurance Certification and Accreditation Process (DIACAP) and National Information Assurance Certification and Accreditation Process (NIACAP) standards and certifications. NETCENTS also ensures security technicians and managers are trained IAW DoDDI 8570.1, and IA and IA-enabled products comply with common criteria for COTS product evaluations via NSTISSP #11. Moreover, the NETCENTS contracts support the Air Force requirement to support strategic sourcing and for governance structures that provide visibility into AF IT acquisition spending and enable centralized management and control. This notice of intent is not a request for competitive proposals. Interested sources may identify their interest and capability to respond to the requirement within 30 days after the publication date of this notice of contract action. All information received within the 30 days will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) Code for this acquisition is 517110.
