- Refuse and Diversion Services Bridge Contract FAR 6.302-5 W911S8-12-R-0020 FSC/SVC S205 NAICS: 562111 The Mission and Installation Contracting Command (MICC) at Joint Base Lewis-McChord (JBLM), Washington intends to award a sole-source fixed price requirements contract to LeMay Enterprises for Refuse and Diversion Utility Services. The Contractor shall provide all collection containers at various sites on the installation to collect all solid municipal refuse and other material that is discarded or rejected as useless or worthless trash for a one 1 2-month base period from 1 September through 31 October 2012. Other than Full and Open Competition is permitted for this acquisition under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1 (b) (3), "Only One and Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirement." Also, note that 42 U.S.C. Section 6961 applies federal, state, and local law to federal facilities. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive proposals. Written inquiries should be directed no later than 12:00:00 PM (PDT) on 9 July 2012, via email, referencing W911S8-12-R-0020, to Mr. Ron Pringle, Contract Specialist, ron.pringle@us.army.mil. The Government will review all responses, without prejudice; whether or not the Government initially determines that, another firm is fully qualified to fulfill the U.S. Army requirement. No solicitation is available and telephonic requests for information will not be honored.
