Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304c(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The SBA OIG, 409 Third Street SW, Suite 7150, Washington, DC 20416, requires the purchase of TeamMate Software. The SBA intends to make an award to Wolters Kluwer/ARC Logics of 100 S. 5th St., STE 700, Minneapolis, MN 55402. Interested parties may email, 27th, 2012, 2:00 PM Eastern Time. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, However, all proposals received by Wednesday, June 27th, 2012, 2:00 PM Eastern Time will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY). SBA-OIG has used TeamMate software for several years. That being said, permanent audit files are stored using TeamMate software. These files are not easily exportable into other audit software programs without possible loss of data. To purchase a similar software would have an impact on the operational effectiveness. The SBA-OIG staff is currently trained how to use TeamMate software. If they were to switch there would be additional cost for training the staff with a new product.
