Description

The VA Sierra Pacific Network (VISN 21) has a need to establish new Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts for Architectural/Engineering services and expert consultants. The IDIQ contracts will be for the following services within VISN 21: Master planning, environmental assessments, biological assessments, life safety reviews, state historic preservation and section 106 compliance, seismic studies, pre-solicitation consultation and assistance, as well as hazardous materials assessments. The VA Sierra Pacific Network is one of 21 Veterans Integrated Service Networks (VISNs) in the Veterans Health Administration (VHA). It serves 1.2 million veterans residing in northern and central California, northern Nevada, Hawaii, the Philippines, and the Pacific Islands including Guam and American Samoa. Six VA medical centers/health care systems manage a total of thirty-nine care sites including six major medical centers with nine inpatient facilities, seven nursing homes and 30 Community Based Outpatient Clinics. The Network has 5,545,917 GSF of owned space in 217 buildings, and 406,719 SF of leased space in 54 buildings. Prime AE firm shall have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Architectural, Civil, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Security, IT/Data, Construction Cost Estimating, Landscaping and Geotechnical, SHPO, Hazardous Material and Biological Assessments, Environmental Assessments, and Pre-Solicitation Consulting experience. A total of three (3) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed consultants; (2) Specialized Experience and Technical Competence in the following disciplines: Facility planning in a hospital environment - including space planning, project planning, site planning, master planning, workload projections, Strategic Capital Asset Planning, SEPS, Biological assessments, environmental assessments, life safety reviews, State historic preservation & section 106 and Section 110 successful compliance and processes (last five Section 106/110 projects), Seismic studies, Pre-solicitation consultation- to include development of Independent Government Cost Estimates (IGCE's), technical Specifications, and Development of VA specifications for projects, and Hazardous materials assessments - Mold and asbestos inspection; (3) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (4) Geographical location (firms are restricted to a 100 mile radius of one of the six major medical centers located within VISN 21.). ONE (1) electronic copy sent to andrea.baker4@va.gov. Questions regarding the solicitation and project shall be directed, in writing, to the Contract Specialist; Andrea Baker, via E-mail to andrea.baker4@va.gov. Deadline for submitting questions is July 1, 2012. It is the intent of the Contracting Officer to make up to five (5) IDIQ awards. Interested firms shall be located within a 100 mile radius of a VISN 21 Medical Facility. This solicitation is set aside for Small Businesses. NAICS Code is 541310.
