Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement to procure engineering and technical services in areas of studies, analyses, engineering, component development, prototyping, development, test integration, operational demonstration, research and development, of both hardware and software in order to maintain ship control systems, Advanced Health and Usage Monitoring Systems (HUMS), Navy Military Flight Operations Quality Assurance (MFOQA) projects, Aviation Safety Awareness Program (ASAP), and Navy Unmanned Autonomous Vehicle (UAV) and Shipboard Interface Initiatives over their planned life cycle. The period of performance will be from date of award through twelve (12) months thereafter. There will be four (4) additional twelve (12) month option periods. If all options are exercised the period of performance will not exceed five (5) years. This is a sole source action to be awarded as a new cost reimbursement indefinite delivery indefinite quantity type contract to Charles Stark Draper Laboratories, 555 Technology Square, Cambridge, Massachusetts 02139. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements. The sole source is based upon the unique and highly technical nature of the work to be performed, proprietary techniques, and their unique test bed. This notice of intent is not a request for proposals. However, all proposals received within 45 days after date of publication of synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
